Sheldon Adelson has already made a name for himself in the gambling world as the principle owner of Las Vegas Sands Corp. His vast fortune is not only tied to Nevada. LV Sands also has a huge presence in the Asian casino gambling industry, most notably Macau. Now, it appears that the Las Vegas Billionaire Sheldon Adelson wants legal gambling in Texas. But why ?

Why Is Las Vegas Billionaire Sheldon Adelson Pushing For Legal Gambling In Texas?

Adelson has turned his attention to the great state of Texas heading into 2021. The Lone Star State has shied away from casino gambling in the past. However, that stance may be about to change if Adelson has anything to say about it.

He has reportedly hired multiple lobbying firms out of Austin. The goal is to move his legal gambling agenda with the Texas legislature in 2021.

The current situation in Texas has been grey for years when it comes to legal gambling. While casinos are definitely illegal, tribal gambling does exist on a certain level. The Tigua tribe owns and operates the Speaking Rock Entertainment Center.

For the past 30 years, the tribe and the state government have battled over the definition of legal gambling. In most cases, the federal government has ruled in favor of upholding state law. The latest case was in 2019.

At that time, US District Judge Philip Martinez of El Paso issued an injunction against the Tiguas. The tribe was prohibited from offering Bingo and electronic games of chance. The ruling stated this activity violated state law. The matter was put on hold pending an appeal.

Native American tribes such as the Tiguas and Alabama Coushatta of East Texas are not allowed to offer any forms of gambling.

The reasoning has always been because it is not allowed elsewhere in Texas. This is tied to the federal Restoration Act.

However, the Kickappo in South Texas can offer limited gambling options. This is tied to the Indian Gaming Regulatory Act as another federal law.

The current case involving the Tigua tribe has gone all the way to the US Supreme Court. There is a Jan. 11, 2021 deadline to file all arguments. The country’s highest court has refused to hear past cases involving the tribe on four previous occasions.

In July of 2019, the US House of Representatives passed a bill in favor of the two Texas tribes. Both the Tiguas and Alabama Coushatta were permitted to run their existing gaming operations. The situation remains in limbo since the US Senate never took up the matter with a formal vote.

The last time the Texas legislature addressed the issue of legal casino gambling was in 2001. The state’s House approved a bill but it did not get passed in the Senate.

Adelson stepped to plate this past election with a $4.5 million donation to Republican candidates. His goal was to help the party maintain control of the Texas House of Representatives.

The motive behind all of his recent actions is pushing the casino agenda in the next legislative session. Current financial issues for governmental budgets could play a major role in the process. The timing may be just right in light of the coronavirus pandemic and its economic impact. So, will there be legal gambling in Texas in 2021?
